EPA Region 7 — Central Plains UST Program

Four states — Iowa, Kansas, Missouri, Nebraska — headquartered in Kansas City. All four hold EPA State Program Approval (IA §282.65 · KS §282.66 · MO §282.75 · NE §282.77), so the state agencies run day-to-day tank work. But EPA's authority never goes away with SPA: Region 7 retains §9003(h)inspection and enforcement authority inside every approved state. In emergencies call 911 and the NRC 1-800-424-8802.

Missouri PSTIF — the pioneering petroleum insurance fund

Established in 1989, Missouri's Petroleum Storage Tank Insurance Fund is governed by its own 11-member Board of Trustees, separate from the environmental agency. It covers cleanup and third-party damages ($10,000 deductible · $1M per incident / $2M annual aggregate), funded mainly by a transport load fee. By statute the board stops collecting fees and writing new financial assurance after December 31, 2030 — it stays in existence to pay runout claims. A live clock on the Missouri desk.

Kansas — a trust fund with a sunset date

KDHE's underground and aboveground Petroleum Storage Tank Release Trust Funds help owners meet the federal financial-responsibility duty and pay for corrective action. Under the sunset provision both funds are abolished July 1, 2034 unless the Legislature reenacts them — the region's other long-range funding clock.

Approved states, never a federal exit

All four R7 approvals say the same thing in the CFR: the state has primary responsibility, but EPA retains its §9003(h) corrective-action, inspection and enforcement authorities regardless of state action. And in Indian country, EPA runs the federal program directly — state approval never reaches across that boundary.
