EPA Region 10 — the Pacific Northwest & Alaska UST Program

Three approved state programs and Alaska — the last EPA-direct frontier, where the federal government runs the UST program across plane-only villages. 18,946 active tanks, 38 tribal nations with tanks out of ~271 recognized, and the only state agency in America that writes insurance for tanks. In an emergency always call 911 and the National Response Center 1-800-424-8802.

The PLIA unicorn — Washington

Washington's Pollution Liability Insurance Agency is the only state agency in the nation that writes coverage for tank owners. Born 1989 as a reinsurer of private policies; since 2023 it provides financial assurance directly; in 2026 its heating-oil insurance program became a loan-and-grant program. Its petroleum tax (0.3% at first introduction) self-switches off when the fund reaches $30M and back on below $15M. The UST loan window runs Oct 1 – Mar 1.

Indian Country — 38 nations of ~271, the cleanest belt

The biggest tribe-count region (271 federally recognized, mostly Alaska Native entities) holds the lowest with-tanks ratio in the country: 38 nations, 598 facilities, 1,614 tanks — 79% already closed — and only 6 open cleanups of 206. The Yakama Nation (373 tanks) is the third-largest tribal program in America. In all of Alaska, exactly one entity appears in EPA's data: the Metlakatla community, whose 15 tanks are all permanently closed — village bulk-fuel farms sit outside the federal registry.

Yakama Nation (WA) — 137 facilities · 373 tanks — #3 in America behind Navajo and CSKT

Nez Perce Tribe (ID) — 326 tanks — every one of its 37 cleanups closed

Colville · Fort Hall · Coeur d'Alene — 141 · 138 · 114 tanks

Metlakatla (AK) — 15 tanks, all closed — the only Alaska entry

The frontier + the map closes

Alaska: 874 active tanks, the region's toughest compliance (48%), and nine federal inspections in six months — a 6%-of-cycle pace across plane-only country. Washington carries the region's heaviest cleanup backlog (2,506 open). And with this region, the map closes: all ten EPA regions now carry their implementing authority, their tribal registry, their benchmarks, and their lanes — every number sourced, every premise checked.
